Why there is no backup step

Telegram is cloud-first. Ordinary chats, groups, channels and Saved Messages are stored on Telegram’s servers, not on your handset, which is why the app can be installed on several devices at once and show the same history on all of them. Moving phones is the same operation as adding a device.

This is a genuine architectural difference from WhatsApp, where the chat history lives on the phone and a transfer means moving a backup file. If you are expecting an export-and-restore dance, there is not one.

The actual steps

Install Telegram on the new phone, enter the same phone number, and confirm the login code. The code is delivered inside Telegram on a device you are already signed in on, not by SMS, whenever that is possible — so keep the old phone to hand rather than wiping it first.

If you have two-step verification enabled, you will then be asked for that password. This is the step that strands people. It is not recoverable by customer support, and if you set a recovery email you will need access to it.

Once you are in, go to Settings → Devices on the new phone and end the old device’s session if you are giving the handset away.

Secret Chats do not move, by design

Secret Chats are end-to-end encrypted and stored only on the two devices in the conversation. There is no server copy, so there is nothing to restore. Signing in on a new phone gives you an account with no Secret Chats in it, and the old ones remain only on the old device until it is wiped.

If a Secret Chat contains something you need to keep, move it out before you switch — forward it to Saved Messages if the sender permits forwarding, or save the media to your device.

Changing your number rather than your phone

Changing the number on an existing account (Settings → Edit profile → tap your number → Change Number) keeps everything: chats, groups, channels and contacts move to the new number, and your contacts who have you saved will see the change automatically.

Creating a fresh account on a new number instead gives you an empty account. The two are very different operations and the wording in the app does not make that obvious.

Do I need to back up Telegram before changing phones?

No. Ordinary chats, groups, channels and Saved Messages are stored on Telegram’s servers and download automatically when you sign in on the new device. The only content that needs manual handling is Secret Chats, which exist solely on the device that created them.

Will I lose my Telegram messages if I switch phones?

Not your cloud chats. You will lose Secret Chats, any media you had saved into the old phone’s local storage rather than to your account, and unsent drafts. Everything else reappears after sign-in.

What happens if I forgot my Telegram two-step verification password?

If you set a recovery email you can reset through it. If you did not, the account can only be reset by deleting it, which erases the account and its cloud content after the waiting period. Telegram support cannot recover the password for you, so confirm you know it before wiping the old phone.
